Water, sewer rates may change in SoBo, Riverdale, Halifax

Water and sewer rates could be changing for most South Boston, Halifax and Riverdale residents as a result of action taken by the Halifax County Service Authority (HCSA) at its monthly meeting Thursday afternoon.

The board tentatively approved the proposed rate changes, but final approval must come after a Nov. 18 public hearing on the changes, according to Willie Jones, HCSA executive director.

Jones said changes in the water rates approved by the HCSA board Thursday are in line with the equalization schedule.

The proposed changes in sewer rates should bring them closer to those required by Rural Development, Jones said.

Proposed water rates

The current water rates for South Boston in-town customers are $4.49 per thousand gallons used up to 24,000 gallons. That would increase $.10 to $4.59 per thousand gallons. The current rate for more than 24,000 is $2.46 per thousand gallons, and that would increase $.04 to $2.50.

South Boston out-of-town customers would see a reduction in their water rates. Out-of-town residents currently pay $6.60 per 1,000 gallons up to 24,000 gallons and $3.53 per thousand gallons above 24,000. Those rates would drop $.35 and $.14 respectively, to $6.25 and $3.39 per thousand gallons.

Halifax customers who use up to 7,000 gallons of water would have an increase of $.10 to their current rate of $4.49 per thousand gallons to a new rate of $4.59 per thousand gallons. Customers who use  7,000 to 24,000 gallons would have a price reduction of $.19, from $4.96 to $4.77 per thousand gallons. There would be no change in the $4.57 per thousand gallons rate for Halifax customers who use more than 24,000 gallons.

Riverdale residential customers would see no change in their water rates. The current rates are $5.16 per thousand gallons up to 24,000 and $4.01 per thousand above 24,000.

Riverdale non-residential customers would have their rates lowered. Customers who use up to 7,000 gallons currently pay $5.80 per thousand gallons, and that would drop $.10 to $5.70. Riverdale non-residential customers who use 7,000 to 24,000 would see their rate decreased $.17, from $5.71 to $5.54. Customers who use more than 24,000 gallons would save $.19 per thousand gallons when their $4.56 rate drops to $4.37 per thousand gallons used.

Clover residents’ rates would remain level at $5.51 per thousand gallons up to 24,000 and $4.46 per thousand over 24,000.

VIR customers would see an increase in their water rate of $1.65 per thousand gallons from the current $9.89 per thousand to $11.54 per thousand.

All water tiers have a minimum charge of $6.

Proposed sewer rates

All South Boston in-town customers who use up to 24,000 gallons currently pay $3.19 per thousand gallons used. That would increase $1.12 to $4.31 per thousand gallons. Customers would pay an additional $.98 per thousand gallons above 24,000. The current rate is $2.74, and that would increase to $3.72.

South Boston in-town metered customers would pay the same rates as in-town non-metered customers.

All South Boston out-of-town customers would pay $.08 less per thousand gallons used up to 24,000 gallons.

The new rate would be $5.02 per thousand gallons, down from the current $5.10 per thousand. Anything above 24,000, customers would pay $4.00 per thousand gallons used, up $.20 from the current $3.80 per thousand.

Halifax customers who use up to 7,000 gallons sewer currently pay $3.19 per thousand gallons used. That would increase $1.12 per thousand gallons to $4.31 per thousand. Halifax customers who use  7,000 to 24,000 currently pay $5.15 per thousand gallons used.  That would decrease $.20 to $4.95 per thousand gallons. Those using more than 24,000 would pay $.11 less, from the current $5.51 per thousand gallons used to $5.40 per thousand.

Riverdale residential customers currently pay $5.16 per thousand gallons used. That would decrease $.06 to $5.10 per thousand gallons. There would be no change for those who use more than 24,000 gallons. They would continue to pay $4.07 per thousand gallons.

Riverdale non-residential customers who use up to 24,000 gallons would pay $.19 less per thousand, from the current rate of $5.72 per thousand gallons used down to $5.53 per thousand. Customers who use more than 24,000 gallons would see no change in their $4.62 rate.

Rates for Clover customers would not change from the current $5.71 per thousand gallons up to 24,000 gallons and $4.96 per thousand over 24,000.

VIR customers would have an increase of $1.65 per thousand gallons used from the current $9.89 per thousand gallons to the new rate of $11.54 per thousand.

All sewer rate tiers have a minimum charge of $33.
