Handbook completion, election of officers in county IDA future

Halifax County Industrial Development Authority employees will soon have a handbook now that the operations and personnel committee is 99 percent complete with the draft.

Members of the operations and personnel committee including Ted Bennett, Wanda Jeffess, Butch Blanks and ex-officio member John Cannon met earlier this month to finish up work on the handbook and are expected to provide recommendations regarding adoption of the new manual to the full board at the July 19 full board meeting.

Committee members also plan to recommend to the full board that a nominating committee be selected to present a slate of officers for the board’s consideration since the process for election of officers is addressed very broadly in the by-laws.

In order to have a slate of officers ready for this year, Board Chairman John Cannon will appoint a nominating committee, most likely to be made up of the three committee chairmen to act as the nominating committee, according to IDA Executive Director Matt Leonard.

This nominating committee will present this year’s slate of officers to the full board at the July 19 meeting.

In other action, Leonard informed committee members Kristy Johnson is managing the process for the records management, and Patsy Vaughan is assisting with this process.

An expense line item of $20,000 has been included in the FY 2014 budget for contracted services, but no contract has been solicited for these services to date.

Leonard also explained he completed staff performance reviews and development plans in January. Leonard’s review is expected to take place in July near the anniversary of his hiring.

The committee agreed to have the executive director send the board chairman a copy of the evaluation and development forms that Cannon will distribute to the rest of the board for their input.
